There was a time in '6. That is as far as I can read a better position as the shoulder strap to be truly effective should be mounted above your shoulder; clearly this is not possible on a roadster but horizontal is better than below shoulder. Nevertheless either of those positions was the mandated position. IDK what was provided for the GT. Can you expound on what you're being advised by QLD Do. T? FWIW while I don't subscribe to 'no belts' (and you haven't said that) I believe technically QLD Do.
T (or indeed any Oz Do. T) can't insist that they be fitted and that's because while mounting points were mandated fitting/wearing belts wasn't until Victoria mandated them in 1. As Melbaver notes I've got 4point harness' for which I've mounted a FIA compliant brace in the boot (rather than attach to my roll cage) - my engineer is happy with that.
